Straż Miejska działając w porozumieniu z Zespołem ds. Gospodarki Odpadami Komunalnymi UM w Kole w trosce o środowisko nabyła urządzenie, które pomoże w walce ze smogiem. Jest to Wilgotnościomierz Drewna – nowoczesny elektroniczny miernik do badania wilgotności drewna. Spalanie zbyt wilgotnego drewna przyczynia się także do powstawania smogu.
Przypominamy że zgodnie z Uchwałą Sejmiku Województwa Wielkopolskiego od 1 maja 2018 r. zabronione jest spalanie w przydomowych instalacjach grzewczych takich jak piec czy kominek m.in.:
- biomasy stałej (w tym drewna o niskiej jakości) której wilgotność przekracza 20%.
- węgla brunatnego
- mułów i flotokoncentratów.
Strażnicy Straży Miejskiej na podstawie wydanych przez Burmistrza Miasta Koła upoważnień mają prawo wstępu na teren nieruchomości i przeprowadzenia kontroli co spalane jest w domowej instalacji grzewczej. W uzasadnionych przypadkach strażnicy mogą pobrać materiał do badania, który następnie zostanie przesłany do Laboratorium, z którym miasto ma podpisana umowę. W przypadku wykrycia w badanym materiale obecności substancji zakazanych do spalania na sprawcę może zostać nałożona grzywna do 5 tys. złotych.
Uniemożliwienie kontroli strażnikom stanowi odpowiedzialność karną na podstawie art. 225 KK zagrożone karą pozbawienia wolności do lat 3. Właśnie w ubiegłym tygodniu strażnicy zostali przeszkoleni w zakresie wykrywania szkodliwych substancji spalanych w przydomowych instalacjach i sposobu poboru materiału do analizy.
Zakupiony Wilgotnościomierz Drewna pozwoli strażnikom na kontrolę czy spalane w domowych instalacjach drewno nie jest zbyt wilgotne. Mając na uwadze dobro środowiska i jego ochronę, a także korzystających ze środowiska, strażnicy na wniosek mieszkańca, który pali w domowych instalacjach drewnem mogą sprawdzić stan jego wilgotności. W takich przypadkach, gdy stwierdzone zostaną przekroczone normy strażnicy poinformują o konieczności zaprzestania używania takiego drewna do opalania, bez wyciągania sankcji karnych.
Wszelkie sprawy dotyczące podejrzenia spalania w przydomowych instalacjach odpadów niebezpiecznych dla środowiska należy zgłaszać do straży miejskiej telefonicznie w godzinach pracy lub mailowo (tel. 986, e-mail: straz.miejska@kolo.pl).
